The Man Standing Next började när Korea kontrollerades helt av president Park (Lee Sung-min) på 1970-tal. President Park var hjärnan och full kontroll innehavaren av den koreanska underrättelsetjänsten (KCIA). Det gjorde chefen för den koreanska underrättelsetjänsten (KCIA) Kim Gyu-Pyeong (Lee Byung-hun) i den näst högsta koreanska ledande position.
Ökad politisk spänning ledde till att Kim Gyu-Pyeong dödade president Park. Men 40 dagar innan mordet inträffade, mitt i kritiska situationer som inträffade på ledarens nivå, Bar Park Yong-Gak (Kwak Do-won) betydande vittnesbörd om rättegångarna i USA.
Park Yong-Gak är den tidigare chefen för KCIA som helt känner till alla Koreas statshemligheter och militära operationer. Vid ett tillfälle förvisades han till USA, där " Koreagate " undersökningen pågick.
I rättegången vittnade Park Yong-Gak mot Sydkoreas angelägenheter. Vittnesmålet fick Kim Gyu-Pyeong och Kwang Sang-cheon (Lee Hee-joon) att ta fram en plan för att förhindra att det händer.
The Man Standing Next anpassades från en fackboksroman med titeln Chief of Namsan (Namsanui Bujangdeul) av Kim Choong-sik. Inskriptionen sändes i tidningen Dong-A Korea 1990-1992, berättar den sanna historien om KCIA chef Kim Hyong-UK och hans avgång.
Politiska berättelser är inte nya för Lee Byung-hun. Han spelade i ett antal politiska teman dramer och filmer som Ashfall, Joint Security Area, Inside Men, och Mr Sunshine.
